We might take inspiration, instead, from the Netherlands as a country that was falling apart due to drugs and alcohol in the 60s and 70s but saved their society by legalizing drugs and admitting that some people are beyond saving, not totally abandoning them but just supporting them after a fashion and letting them alone, mostly. They have put their best resources into the children, providing good education, nutrition, housing. They uphold the high cultural standards they are known for and have a society today that is dealing well with the stresses that all modern societies are experiencing (immigration, multicultural collisions, etc), and this in one of the most crowded countries in the world. They are bourgeois at heart, not too enamored of the kind of outlaw behavior that Americans seem to go for while being very tolerant of "difference," not puritanical. (I wrote a rant below that ended up too many characters lol. I decided it probably would be better posted in my own rant and not clog up your comments.) Upping the minimum wage has its own complications but it would be a start. Won't fix the problem of those who don't want to work or can't but it'd help those who are at least willing.
