Name to face: I won't swear to it, but it reminds me of Charles Dickens.
I see what you mean about Dickens ... but I think this guy is wearing a hat. I just checked the cover of Sgt. Pepper's Lonely Hearts Club Band to see if I found him there (somehow that felt likely.) But I didn't.
